CIVIC COMPLAINTS GO ONLINE

The Asian Age (Mar 2003)

By Skimmy Gupta

Shantaram Shenai, local environmentalist and popularly known as Mumbai’s “Garbage Guru” along with concerned area citizens are now effectively streamlining technology and Internet to bridge the gap between citizens problems and civic department. Shantaram, heading Green Cross Society at Versova is initially setting up a computer on a street in Andheri (west) wherein people from areas of Yari road, Four Bungalows, Dhake Colony, Juhu Bus station, Lokhandwala Bridge and surrounding localities can register their civic complaints online. Also he is planning to open a mobile complaint computer system in a van to be more accessible. Bell computers at 4th Cross lane, Lokhandwala has agreed in principle with Green Cross Society to install MCGM Icon on their computer desktops leading to www.mcgm.gov.in -the official website of MCGM (Municipal Corporation of Greater Mumbai ). A link to the e-mail address of the K west ward office for complaints will be provided.

Shantharam Shenai brought to the fore natural ways of dealing with garbage by successfully demonstrating “earthworm technology” for recycling and sustainable ecological re-development in Andheri and western suburbs in the past. Speaking about his new venture to link technology and civic complaints he told The Asian Age “Technology has to be demonstrated to be introduced. Through Internet, this bridge of complainant and civic body can be gaped and more public support can be gathered. I have requested Bell Computers to program the server to preserve a copy of all complaints sent, so that we can monitor them. The PRAJA complaints form also can be made available at nominal charge of Rs.5/- to Rs.10/- per complaint. . Usually these complaints done by citizens on individual basis often remain in isolation and gathering hardly any public support. BELL website can also display complaints so that area people are aware of the locality happenings and can support each other”

Shenai adds” I am soon fixing a computer system in my Maruti van, so while campaigning in housing societies, it can be easily linked through a telephone line and complaints for that particular society be registered online. I am also putting a computer on the street next month where residents can file complaints regarding waste problems in. I do believe this complaint media will be popular and effective. Later, this concept can be extended to all other public departments and made multilingual too. A facility to scan the photograph of the complaint site will be made available.“
