JUHU SCHEME:A POSH SUBURB ?

The posh western suburb of JVPD scheme or popularly known as “Juhu Scheme” is soon converting to a congested concrete jungle with lots of multi storeyed buildings.And soon there will be a dearth of car parking spaces for local residents.The area is witnessing frenetic building activity as the floor-space-index (FSI) in the suburbs has increased from 1 to 2 (i.e 100% increase in FSI) in the form of Transfer of Development Rights(TDR).Local landlords are losing no time in building additional floors on old buildings and bungalows.And it seems residents might have to fight for a secure car parking space in near future.
Nitin Killawala ,an eminent architect of Juhu told West Side Plus, “Juhu Scheme is already feeling the adverse effects of excess TDR/FSI - congestion,pollution and suffocation.The area’s meltdown is unprecented and it will soon take a shape of a vertical slum (as plots do not increase in extension ,but only vertical slaps of these buildings are increasing). Thereby depriving residents of necessary amenities like playground,parking space etc. Excess TDR has steadied property rates which might further fall and also disputes and court cases between landlords and residents has increased substantially in recent times.Most of the existing buildings of 500-800 sq.yards are unsafe for multi-storeyed constructions.”
Based on a survey and detailed study carried out on the Juhu Scheme area ,Killawala says, “The original intent of Juhu Scheme was conceived as a low rise low density area for middle class and upper middle class to enjoy suburban life.But lately the land use pattern has shifted from maximum of 2 tenements per plot (10 people and 2 cars per plot) to 20 tenements per plot and 2 cars per tenement.The existing pattern of growth coupled with a change in the lifestyle of the residents has brought about this situation.The influx of resident population consisting of floating service like servants,drivers,hawkers etc has also moved in large numbers increasing the area’s population.”
Utsal Karani,JVPD resident and member of JVPD Tenants and Owners Association states, “The TDR/FSI should only be used for dilapidated buildings ,open plots and expansion of hospitals,schools and social institutions.It can be consumed on large roads and highways rather than in already over-populated areas of Juhu Scheme.”
Hemu Upadhaya ,architect & partner in Group VII,Juhu informs, “The local residents in the area will encounter :Dearth of open spaces/playground ,More water logging problems,No eco- friendly environment,Preferance of Versova to Juhu Scheme,Frequent power failures /water cuts and practically no proper car parking spaces.”
Kamesh Shah,resident of N.S Road no 3 opines,“There are over 40 resident cars whereas only 20 comfortable parking spaces in our building.The problem rose when the owner extended the building,made profits and left us residents to fight for parking spaces.The parking space hunt made our lives miserable and it is a real chaos out here.”
